Congratulations, you have just been vaccinated, and you have presented a vaccination card in which you should imprint your name, address, and signature on it together with your latest picture. The problem is, you want to travel somewhere or just cross another city and the authorities there refuse to acknowledge your vaccination card or any proof that you were, in fact, vaccinated. Whatever the reason, the authorities just want to make sure that you aren’t faking anything, with lots of vaccination card designs and whatnot, we lack a truly centralized vaccination certificate system-- and that’s the reason DOH stepped up and launched VaxCertPH.
What is VaxCertPH?
It’s the country’s official vaccination certificate system under DICT (Department of Information and Communication) and the Department of Health (DOH). DICT Undersecretary Roy Caintic emphasizes that both VaxCertPH digital certificates and physical IDs as well complies with the guidelines published online by the World Health Organization (WHO). Meaning, this certificate is honored around the world. The system aims to represent a certificate holder’s vaccination status. Currently, VaxCertPH only covers fully vaccinated individuals for now. It is free and can be accessed through the official VaxCertPH website. The system also strives to help Filipinos who want to travel abroad, VaxCertPH is accepted and recognized in foreign jurisdictions.
Caintic however reminded that “it isn’t an immunization passport nor a proof of identification,” meaning that it should not replace that PhilSys ID issued by the national government.
What details should be included on a VaxCertPH certificate?
- A QR code (Quick Response) for the vaccination certificate should match the data in the Vaccination Information Management System (VIMS).
- Personal details such as the vaccine recipient’s full name, birthdate, and sexual orientation.
- Issuance details must include the name of the issuing office, date, and time of issuance.
- A nine-digit unique Certificate ID number.
The certificate also includes information about the vaccine received by the owner, these include:
- The number of doses administered to the certificate holder.
- The vaccination dates in which shows when the certificate holder received his/her first and second doses.
- Vaccine/Prophylaxis type that details what type of vaccine was administered (such for example COVID-19 vaccine, viral-vector based, or RNA-based).
- Manufacturer/brand - it must include the trade name used to refer to a vaccine, and the manufacturer's name (e.g. Moderna, BioNTech, Sinopharm, and Johnson and Johnson)
- Vaccination lot number - shows the batch/lot number of the administered vaccine.
- Vaccination place origin - the country in which the certificate holder received his/her vaccine doses.
Who is eligible to get a VaxCertPH certificate?
Again, as of now, those who are fully vaccinated are the ones who are accepted as of November 2021. Those who are fully vaccinated can get their certificate via the VaxCertPH website portal. However, there is still web maintenance and optimizations happening through the portal so it isn't yet ready to launch for the general public.
During a soft launch in Metro Manila and Baguio City, vaccination certificates were issued for Filipinos who will travel abroad and overseas Filipino workers (OFW) alike.
VaxCertPH hubs will also pop up soon in Central Luzon, MIMAROPA, Calabarzon, Metro Cebu, and Metro Davao.
How to register for VaxCert?
If you are a fully vaccinated individual, you can get your certificate (Digital Vaccination Certificate) through the VaxCertPH portal at https://vaxcertph.doh.gov.ph and make sure to follow all the steps to ensure one-hundred percent accuracy:
- After being granted access, you can choose from the following: (1) click continue so you can request a vaccination certificate or (2) click the scan button to verify a COVID-19 vaccination certificate QR code.
- You will pass through and be asked to review and accept the data privacy statement.
- After it, you will need to answer a series of questions about your vaccination status, and if you are planning to travel overseas. It should be also noted that the vaccination certificate granted by VaxCertPH is valid for 14 days after the final vaccination.
- Fill in your details such as full name, last name, middle name, suffix (if any), and birthdate. The details you entered should match the details on your vaccination card.
- Further information such as where you received your first and second doses should also be provided.
- Check all the information you have entered and if there are no errors, enter the seven characters shown on screen (similar to a Captcha). The program will then verify the vaccination details you have provided.
- If there's no record found, you can upload a picture of your vaccination card and valid ID, together with your email address and contact number.
- Once the system finally finds your record, you can finally save a copy of your DVC. You can download, print, save or take a screenshot of your QR code included in the certificate.
To use your DVC-issued VaxCertPH for traveling purposes by people who are fully vaccinated, the certificate holder should do the following:
- Bring your DVC with the QR code (either digital or printed) together with the required travel documents (such as your passport, VISA, government IDs, and other documents) for international or domestic travel, whenever necessary.
- Present the required travel documents and DVC documents to travel authorities so they can assist you.
Remember, you can also save your DVC digitally as a picture, a PDF document, or a simple screenshot since it is more convenient and for a faster transaction process.
Now you have your very own VaxCertPH certificate, traveling should be a breeze for you and your family, friends, and relatives who are vaccinated with this universally-recognized certificate that is WHO-certified and accepted worldwide. With this day forward, the new normal is true, our new normal— but hang on tight, just follow all the necessary steps to ensure our safety and health in these trying times. After all, we are all in this together, and we can't wait to return to our normal routines (with extra caution obviously) as usual and live our lives in these coming holidays and the future.
