In the wake of high vaccination rates in many nations, particularly those that are highly developed and industrialized, the idea of vaccine passports has become prevalent in public conversation. The vaccination program in the Philippines has already begun, and therefore vaccination passports or certifications will be a topic of discussion.
The COVID-19 Passports
You can be considered fully vaccinated two weeks after the second dose. Some domestic travel destinations and travel companies may request documentation of vaccination status as a new entrance requirement. The vaccination status of a traveler may allow them to avoid swab testing and enforced quarantine in other countries. COVID-19 passports, also called digital vaccination certificates, are commonly used as evidence of vaccination when planning to travel domestically and internationally.
In order to go overseas, a person must have an International Certificate of Vaccination or ICV. The ICV has been accepted by the WHO's member countries. ICV is not an "immunity passport," and it is not required rather it serves as proof that the individual is fully-vaccinated. An individual's immunization status can be confirmed using this document.
ICV is not required in all countries. ICVs for COVID-19 can be obtained by those who plan to go overseas, such as Overseas Filipino Workers (OFWs), mariners, and others. In the Philippines, these people must be "fully vaccinated" to obtain the certificate.
Those who wish to apply for ICV can book an appointment. You only need your valid ID vaccination card, payment of PHP 370.00 (PHP 300 for a documentary fee and PhP 70 for a convenience fee).
The Philippines’ Digital Vaccine Certificate System
Another alternative to ICV is the digital vaccine certificate called VaxCertPH. The VaxCertPH is an online portal that complies with the World Health Organization's technical requirements for vaccination certificates.
The World Health Organization (WHO) recommended the use of digital vaccination certificates, which reflect a person's current vaccination status, as a means by which a person's COVID-19-related health data could be digitally documented through an electronic certificate to serve as proof of vaccination.
Filipinos will be able to use VaxCertPH to get an official government-verified digital vaccination certificate.
The vaccinated person’s personal information, the vaccine brand and lot number, the place, and date of the vaccination, and a QR code that can be used to verify that the personal data matches those in the government database are included in VaxCertPH.
VaxCertPH conforms to the World Health Organization (WHO) standards and digital vaccine certificates issued by the WHO are expected to be accepted by applications such as the International Air Transport Association's Travel Pass, AOKpass, and others that verify immunization and testing data. It should also serve as a valid vaccination passport for sea and air travel, domestically and internationally.
This program was created by the Department of Information and Communications Technology (DICT). The system relies on data provided by the Vaccine Information Management System (VIMS) from local governments. The database is considered the "official and primary source of vaccination events" in the country as well as the "primary and authoritative source of information" for the national vaccine certificate.
The DICT's Vaccine Administration System (D-VAS) has been accepting names and pertinent information of vaccinated persons from local government units even before the official rollout of digital certificates.
The VaxCertPH site allows anyone to apply for a digital vaccination certificate by submitting their vaccination information. It is a self-service portal that has a request and creation feature; it produces a QR (Quick Response) code that verifies the certificate, and it has a request feature where vaccinated people can request updates to records if their vaccination details are incorrect or an information is missing. It is possible to produce a VaxCertPH using a smartphone, as long as your vaccination cards' information is valid.
